  CC&Rs
The Covenants, Conditions and Restrictions (CC&Rs) are the governing legal documents that set up the guidelines for the operation of the planned community as a non-profit corporation. The CC&Rs were recorded by the County recorder's office of the county in which the property is located and are included in the title to your property. Failure to abide by the CC&Rs may result in a fine to a homeowner by the Association.

  2.Choose Recorded Document Search near the bottom of the page
  3.You will need to acknowledge the disclaimer to enter the site.

  4.Enter "Newberg Crest" into the Party Name
  5.Select "Covenant" as the Document Type
  6.Click Search
  7.You will be able to choose the document type (Either PDF or TIFF) after clicking on the "Image" icon on the right of your screen.

  Budget
The Newberg Crest Board prepares the budget and reviews it with the homeowners at the annual meeting in September for ratification. The Association's income and expenses are reviewed and then the budget is created. Income is based upon the number of owners in the Association. Expenses are based upon approved operating costs within the organization.
New budgets are published in annual newsletter sent prior to September. 



The Maintenance committee is responsible for overseeing the overall maintenance and operations of the NCHA and presenting a budget proposal to the board.

In addition, our Association has adopted Architectural Guidelines with procedures for submitting requests to make exterior changes to your home. Such changes may include patio covers, decks, landscaping, exterior color changes or additions. These rules and guidelines are set up to maintain the aesthetic value of the community. 

The Architectural Review process is established and administered by the Architectural Control Committee. (ACC)

Most associations have developed Rules and Regulations as provided for in the CC&R's and adopted by the Board of Directors. Rules are established to provide direction to the homeowners for common courtesies. The Rules and Regulations further document the important elements of our Association.

The Bylaws are guidelines for the operation of the non-profit corporation. The Bylaws define the duties of the various offices of the Board of Directors, the terms of the Directors, the membership voting rights, required meetings and notices of meetings, and the principal office of the Association, as well as other specific items that are necessary to run the Association.
